Svitlana Khyliuk

Head of the Department of Theory of Law and Human Rights, Head of the Master’s Program in Human Rights of the Ukrainian Catholic University, Legal Expert of the OSCE Project Coordinator in Ukraine, Certified Expert of the National Bar Association of Ukraine; a member of the Scientific Advisory Board of the Constitutional Court of Ukraine, the Supreme Court; a member of the scientific-methodical commission on business, management and law (081 Law) of the higher education sector of the Scientific-methodical council of the Ministry of Education and Science of Ukraine.
At UCU Svitlana teaches a course entitled “Application of the Convention for the Protection of Human Rights and Fundamental Freedoms in Criminal Proceedings in Ukraine”. Prior to that, Svitlana worked as an associate professor at the Department of Criminal Law and Criminology, Ivan Franko National University of Lviv, where she developed her own course for students enrolled in the master’s program “Problems of application of the case law of the European Court of Human Rights in criminal law of Ukraine”, which began to be taught for the first time in Ukraine.
In 2018, 2017, 2016, 2015, Svitlana lectured at the School for Law Teachers of Law Faculties, conducted by the OSCE Project Coordinator in Ukraine, on criminal law issues in ECtHR practice and approaches to their teaching in the training of lawyers. In 2018, 2017, 2016, 2015, 2014, 2013 she participated as a lecturer in the II, III, IV, V, VI, VII International Forum on the Practice of the European Court of Human Rights in Lviv. At the invitation of the OSCE Project Co-ordinator in Ukraine, she became a member of the faculty of the Annual Interuniversity School of Human Rights, where she lectured in English in 2015, 2016, 2017, 2018: “Criminal Law Protection of the Right to Life in Ukraine in the Light of the European Court of Human Rights Practice»; “Standards Enshrined in Article 4 of the Convention: comparison with the domestic legal framework on absolute prohibition of slavery and forced labor”; “Fiar Trial Standards & Criminal Law” etc.
Svetlana was a participant in the ERASMUS + academic exchange program, Tilburg University (Netherlands), 2019; programs “Implementation of Erasmus + ICM projects”, Vytautas Magnus University, Kaunas (Lithuania), 2019; International Faculty Development Workshop Series, Center for the Advancement of the Faculty of Excellence of the MacEwan University, Kyiv, 2018; participation in the program “Modern Teaching Toolkit: Strengthening law schools’ capacity to deliver a modern-style training of future lawyers”, “New Justice” USAID, Kyiv, 2019.
Research interests of Svitlana Khilyuk are: problems of implementation of the rule of law in the criminal law sphere in Ukraine, including the application of the case law of the European Court of Human Rights in criminal law. The list of publications includes 55 items.
