Ukraine is at a unique point in its European and Euro-Atlantic integration despite the full-scale aggression of the Russian Federation, which has challenged not only Ukrainian sovereignty but also the entire civilized world. Ukraine and its people have demonstrated their commitment to European values both on the battlefield and through their effective work towards Ukraine’s membership in the EU.
Ukraine’s acquisition of candidate status for membership in the European Union on June 23, 2022, was made possible by the unprecedented support of civil society, combined with the painstaking work of the state apparatus to fulfill its obligations to the EU. In November 2023, the European Commission recommended opening negotiations on Ukraine’s accession to the EU and proposed that the European Council adopt a negotiating framework once the relevant steps outlined in the Commission’s report had been taken. In December 2023, the European Council decided to start accession negotiations with Ukraine, and in March 2024, EU leaders proposed that the Council adopt the draft framework as soon as possible, which was a positive assessment of Ukraine’s work.
The European Union has highly appreciated the significant progress Ukraine has made as a candidate country. In particular, it has highlighted significant achievements in the area of the rule of law. Further deepening of EU cooperation with Ukraine, including in the field of human rights, remains important.
In this context, the panel discussion aims to become an open platform for professional discussion of the specifics of the EU Charter of Fundamental Rights, its application in EU member states, and the possibility of its use in Ukraine.
