Olena Duma

Head of the Asset Recovery and Management Agency. Civil servant, lawyer, anti-corruption expert.
She began her career in 2000 as a legal counsel, while working in the Verkhovna Rada of Ukraine. In 2001-2006, she was the founder and director of Avers Law Firm.
Since 2006, she has been in the civil service. From 2006 to 2019, she held positions in various government agencies. She was in charge of organizing the work of central offices, regulatory and legal support, state property management, and relations with the Verkhovna Rada of Ukraine and other bodies. In particular, in the Cabinet of Ministers of
Ministry of Justice, the State Registration Service, the Ministry of Agrarian Policy, and the Ministry of Ecology and Natural Resources.
He is the author of draft laws and bylaws, initiator of the creation and implementation of registers in various government agencies:
The Register of Pollutant Emissions and Transfers, the State Register of Real Property Rights, the Electronic Register of Hospital Certificates, and the Unified Register of Seized Assets.
In 2020, she headed the Social Insurance Fund of Ukraine. Later in 2021, she served as Deputy Head of the Chernihiv Regional State Administration, directing economic and social areas.
She is the author of the Anti-Corruption Plan for Ukraine, in particular for the social, agricultural, land and environmental sectors.
On June 30, 2023, following an open competition, she was appointed Head of the Asset Recovery and Management Agency by the Cabinet of Ministers of Ukraine.
