Ukraine is at a unique point in the development of its European and Euro-Atlantic integration in the face of the full-scale aggression of the Russian Federation, which has become a challenge not only to Ukrainian sovereignty, but to the entire civilized world. Ukraine and its people have demonstrated their commitment to European values both on the battlefield and through their effective work aimed at the proper fulfillment of international obligations, including those under the Association Agreement.

Ukraine’s obtaining the status of a candidate state for accession to the European Union on June 23, 2022, was made possible by the unwavering support of civil society, combined with the hard work of the state apparatus to fulfill its obligations to the EU. In November 2023, the European Commission made a recommendation to open negotiations on Ukraine’s accession to the EU and invited the European Council to adopt the negotiation framework after the relevant steps outlined in the Commission’s report were taken. In December 2023, the European Council decided to start accession negotiations with Ukraine, and in March 2024, EU leaders proposed that the Council adopt the draft framework as soon as possible, which was a positive assessment of the work done by Ukraine.

The European Union praised the significant progress that Ukraine has made as a candidate country. It emphasized the significant achievements in the rule of law, as well as judicial and administrative reforms. Despite the significant progress, Ukraine faces certain challenges, for example, in the fight against corruption, monetary policy, general economic governance, etc. Further deepening of the EU’s sectoral cooperation with Ukraine and Ukraine’s integration into the EU’s internal market on the basis of the Association Agreement remains important. In parallel with the EU accession process, Ukraine is also working to strengthen political and economic relations with the EU, in particular through the Eastern Partnership.

In this context, the panel discussion aims to become an open platform for professional discussion of the European integration path and responses to the challenges of the negotiation process that will lead Ukraine to the EU membership.

 

The panel discussion aims to highlight the following issues:

  • the scope of Ukraine’s commitments to the EU in the context of the negotiation process;
  • the peculiarities of the negotiation process between Ukraine and the EU in the context of the full-scale war of the Russian Federation against Ukraine;
  • results and challenges of the process of implementing EU legislation into the legal system of Ukraine;
  • experience of European integration path of states towards the EU, etc.
