Richard Humphreys

Mr Justice Richard Humphreys is a judge of the High Court of Ireland. He is the Judge in Charge of the Planning and Environment Court, a division of the High Court of Ireland responsible for all infrastructure and environmental challenges. He has held that role since it was established in December 2023. He is also a Senior Associate Research Fellow at the Institute of Advanced Legal Studies, School of Advanced Study, University of London and holds a Ph.D. from Trinity College Dublin. Before his appointment to judicial office in 2015 he was a practising barrister. He previously worked in academia and government, and was a member of the Irish delegation at the outset of the Multi-Party talks in Belfast in 1995 that later led to the Good Friday Agreement. He has published widely on legal issues and on constitutional conflict resolution in Northern Ireland.
