Оleksandr Biryukov

Doctor of Science (Law), Professor, Fulbright Scholar (New-York University, USA, 2000-2001), Kentucky Colonel.

Professor Biryukov is a well-known scientist having 2 dissertations on comparative bankruptcy and cross-border insolvency, author of a number of books and chapters in collective monographs in English, Polish and Chinese, and more than 300 publications, most of which are devoted to bankruptcy issues.

Dr. Biryukov is an international expert: a member of the World Bank Task Force on bankruptcy legislation (since 2011), the World Bank Consultant (Kazakhstan, 2012-2018), the International Monetary Fund Consultant (Ukraine, 2018), UNIDROIT Correspondent (since 2022), CERIL Conferee (з 2020 р.), took part in development of international documents on bankruptcy issues – model laws, conventions, etc., in particular the World Bank Report on Bankruptcy of Natural Persons (international bankruptcy standards on consumer insolvency, approved in 2013).

In Ukraine, he actively participated as a consultant in a number of international projects on bankruptcy reform, including under auspices of UEPLAC, TACIS (Ukrainian-European Policy and Legal Advisory Center); DFID (UK Agency for International Development); EDAL (World Bank Bankruptcy & Liquidation Project); IRIS-UKRAINE & USAID (Project for the reform of Ukraine's legislation in the sphere of secured transactions and bankruptcy), etc. At the invitation of the Ministry of Justice of Ukraine, acted as an expert in the sphere of bankruptcy law at the Stockholm Arbitration Court in the cases of AMTO (2008) and Remington v. Ukraine (2010).
