“Fiscal sovereignty and economic security of Ukraine: reconstruction and European integration”

 

The panel is dedicated to discussing key transformations in Ukraine’s financial, budgetary, and tax relations in the context of post-war recovery, digitalization, high security turbulence, and European integration progress.

In the context of post-war reconstruction, Ukraine faces a double challenge: rebuilding its own economy and integrating into the financial and legal space of the European Union. The focus is on finding a balance between fiscal sovereignty, economic security, and the trust of society and international partners.

This panel will be a platform where scientists, representatives of state institutions, international organizations, business, and the legal community will discuss how Ukraine’s financial, budgetary, and tax systems should change in order to:

  • ensure transparency and fairness,
  • stimulate business development,
  • strengthen resilience in times of security challenges,
  • guarantee the trust of international donors and partners.

 

The focus will be on the formation of financial, budgetary, and tax systems that ensure fairness, stimulate and support business, and further integrate Ukraine into the European economic space.

The discussion will combine academic analysis and applied solutions for government agencies, businesses, and international partners.

Topics for discussion:

  • European vector of development, financial integration, and institutional trust;
  • Social and financial dimensions of reconstruction: war victims and Council of Europe initiatives;
  • Development of the digital space and current trends in the digital transformation of the business environment;
  • Rethinking the role of financial control: from audits to risk profiling (financial monitoring, tax audits);
    Exchange of tax information (CRS, DAC8);
  • How to change society’s perception of the role and importance of the State Tax Service and other government agencies?
  • Credit and guarantee support for business entities: interaction with the state, international organizations, and other donors; new trends in insurance during martial law.

 

This remote panel is not just a conversation about taxes and finances. It is a frank discussion about Ukraine’s future in Europe: about trust, transparency, and justice, which must become the foundation for economic recovery.
