Yulia Vitka

Deputy Chief of Party, USAID Financial Sector Transformation Project .

Yuliya Vitka started her work as Deputy Chief of Party at USAID Financial Sector Transformation Project in 2016. She supervises most of technical work and is in charge of research and studies in capital and commodity markets, access to finance, legal and regulatory.

Ms. Vitka has a 15-year practical experience of implementation of financial sector reforms in Ukraine, working as a principal lawyer and drafter of enabling laws and regulations for Ukraine’s financial sector. Most of her career she worked at international technical assistance projects, including 11 years at USAID, but also IFC and EU delegation.

Ms. Vitka’s management experience draws from her work on FINREP I and II, where she served as component lead (department head). In 2015-2016, Ms. Vitka served as a senior legal advisor to the EU FINSTAR project, where she designed and implemented consolidated supervision framework for financial regulators, and to the IFC Crop Receipts Program, where she led the development and improvement of legislation related to agri-finance.

Ms. Vitka is the primary author of financial consumer protection legislation in Ukraine. She led consumer protection work under Ukraine’s 2020 Comprehensive Strategy for Financial Sector Development and is one of the authors of the commodity exchange trading and financial instruments legislation.

Ms. Vitka delivered numerous TV and radio interviews, presentations and publications on financial sector reform and educational issues for Ukrainian citizens.
