Panel discussion: “ANTI-CORRUPTION RESILIENCE OF UKRAINE: CHALLENGES AND MECHANISMS TO ENSURE”

 

The discussion will be held online on September 24 from 10:00 to 14:00

 

Organizers: Yaroslav Mudryi National Law University, National Anti-Corruption Bureau of Ukraine, National Agency for the Prevention of Corruption.

 

Good governance of the state and sustainable functioning of the main spheres of society under martial law, as well as ensuring law and order, respect for human rights and freedoms, economic development, preservation of democratic institutions and European integration progress of Ukraine largely depend on the effectiveness of anti-corruption. Thanks to the collective efforts of the anti-corruption ecosystem, civil society institutions, business integrity, and international partners, the state and society are able to ensure resilience to security and corruption threats. In the context of a full-scale war, sectoral reforms continue, the state anti-corruption policy is being improved, anti-corruption strategies and tools are being modernized, the integrity system in the public and private spheres is being developed, and anti-corruption initiatives of non-governmental organizations and international partners are being implemented. All this ensures progress in the fight against corruption in Ukraine. At the same time, the volatile and unpredictable security situation creates new corruption risks and intensifies the impact of corruption-generating factors in various spheres of public life, which contribute to the spread of corrupt practices. During the full-scale war of the Russian Federation against Ukraine, the most affected by corruption risks were the areas of public administration and local self-government, defense, public procurement, land relations, reconstruction of real estate, critical and civil infrastructure, corporate governance of state-owned enterprises, as well as the activities of territorial recruitment centers, military medical commissions of the Armed Forces and medical and social expert commissions of the Ministry of Health, production and trade of excisable goods, forestry activities In the new realities, anti-corruption activities should be carried out on the basis of a risk-oriented approach, strategic management and forecasting, which ensure timely identification of current and potential corruption challenges and threats in the public administration system and business processes and contribute to the search for new approaches and effective tools to reduce corruption.

 

The panel discussion will cover the following issues:
– anti-corruption risk management and a proactive approach to preventing corruption under martial law;
– building integrity in the public and private sectors;
– fighting grand corruption in the defense and reconstruction sectors;
– mechanisms for identifying and confiscating unjustified assets;
– fair justice in corruption cases;
– public control over the activities of state and local authorities.

 

Speakers of the panel discussion will include heads and representatives of National Anti-Corruption Bureau of Ukraine, Specialized Anti-Corruption Prosecutor’s Office, National Agency on Corruption Prevention, Higher Anti-Corruption Court, Asset Recovery and Management Agency, EU Anti-Corruption Initiative in Ukraine, Ukrainian Network of Integrity and Compliance (UNIC), USAID Initiative “Support to Anti-Corruption Champion Institutions in Ukraine ‘Interaction’, Transparency International Ukraine.
