Local self-government under martial law: resilience, adaptation, and development

This panel is dedicated to the current challenges facing Ukraine’s local self-government system amid martial law, post-war territorial recovery, and Ukraine’s European integration processes.

Participants will discuss the impact of current changes in municipal law on the development of local self-government, issues of cooperation between local self-government and civil society, shortcomings in the legal regulation of the organization and activities of local self-government bodies in Ukraine, employment relationships within the local self-government system at the current stage of the state’s development, the role of local self-government in Ukraine’s post-war reconstruction, and other relevant issues.

Constitutional Stability of Democratic Institutions in an Era of Global Crises: The Balance of Security, Human Rights, and Post-War Law and Order

This panel is dedicated to the constitutional resilience of democratic institutions in the context of protracted crises, particularly the limits on the functioning of parliament, the government, and the judicial system under special legal regimes. Participants will discuss the risks of authoritarian drift, hyper-centralization of power, and the erosion of human rights guarantees, as well as the role of checks and balances and judicial and constitutional oversight in ensuring democratic resilience.

Particular attention will be paid to the legal mechanisms for transitioning from a state of emergency to a stable postwar legal order, restoring the full functioning of democratic institutions, and ensuring the safe reintegration of the legal framework.
