Raimundas Kalesnykas

Prof. dr. Raimundas Kalesnykas is a professor of international human rights law and EU law at the Faculty of Law of the Kazimieras Simonavicius University (Vilnius, Lithuania); Director of the National Anti-Corruption Association (NACA) in Lithuania; lecturer at the Lithuanian Institute of Public Administration leading the anti-corruption trainings for leaders of public administration institutions and governmental organizations according to the Leadership training program “OLYMP”.

He graduated in law and security studies within security manager specialization (BA, Master and PhD) at the Law University of Lithuania (PhD in 2002), and L.L.M of International Human Rights law at the Constitutional and Legal Policy Institute in Budapest (Hungary, 2001). Dr. Raimundas Kalesnykas has more than 20 years of experience as a researcher, academic, trainer (ToT), from them over 13 years’ experience as security and anti-corruption expert, working in a different positions on national and international level. In the past, he worked as the head of the Department of Police and Security Law at the Law University of Lithuania (2003-2006), Dean of the Faculty of Law and Security Studies at the International University of Law and Business (2008-2013), Adviser to the Minister of Interior for Police and Security Sector Reform at the Ministry of the Interior of the Republic of Lithuania (2006-2008), international expert in the European Police College – CEPOL (2008-2012), international expert for Police and Criminal Justice Reform in line with EU Rule of Law mission in Kosovo (2014). Last 3 years, he has position as project manager and Head of Police Affairs at the OSCE Centre in Bishkek (Kyrgyzstan, 2014-2016), also as international anti-corruption expert at the USAID Central Asia project for police and security sector reform in Kyrgyzstan (2016) and at the SaferWorld project for Tajikistan (2017).

Dr. Raimundas Kalesnykas published more than 50 books and research papers, presented research results over 60 international scientific conferences in Lithuania and abroad, successfully implemented over 25 international projects on issues of anti-corruption policy and practice, police and security sector reform.

As anti-corruption expert, Dr. Raimundas Kalesnykas also participated in a drafting the numerous strategical documents and anti-corruption programs for public sector, drafts of law on whistleblowing, law on lobbying, etc. Today he is a leading expert for developing and adopting the international standard ISO 37001 “Ant-bribery management system” on national level and leading the training course “Anti-corruption management in the public sector”.
