Doctor of Law, Professor, Director of the Institute for Cooperation with Central and Eastern European Countries in Public Reform (Germany)

He has been Professor of Public Law at the Berlin School of Economics and Law since 1997. Has more than fifteen years of experience in managing projects (project director and key expert), in public consultation, policy advice, capacity building and training in implementing and enforcing of administrative and economic reforms and institution building in the CIS (Commonwealth of Independent States) countries. He has been a key expert for GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) fact finding in Afghanistan, Network of Public Administration Education (2010-2011); a project director for GTZ (Deutsche Gesellschaft für Technische Zusammenarbeit) in developing an MPA study-programme at the National Academy of Public Administration, attached to the office of the President of Ukraine (2007-2010); TACIS, Institutional, Legal and Economic Federalism, key expert on local government and training in the Russian Federation for VNG (Vereniging van Nederlandse Gemeeten), The Netherlands (2004-2006); TACIS, Modernization and Reform of the Legal and Judicial System, key expert on training for GTZ IS, Azerbaijan (2002-2004).

Since 2014 he also heads the German-Ukrainian School of Governance.
