Law and Issues of Sustainable Development in a Globalized World
The first Forum laid the conceptual foundations for international legal dialogue. The main focus was on issues related to the rule of law, sustainable development, international humanitarian law, constitutionalism, European integration, the development of legal education, judicial reform, the fight against corruption, and the protection of human rights. Issues of international cooperation and the harmonization of Ukrainian legislation with European standards featured prominently in the program.
Law in the Context of Global Transformations
The second Forum broadened the scope of international discussions on reforming Ukraine’s legal system. Key topics included constitutional justice, the development of the criminal justice system, anti-corruption policy, the digitization of public administration, international commercial arbitration, law enforcement reform, fostering investment attractiveness, and the development of the legal profession.
Law in the Digital Age
The central theme of the Forum was the global changes brought about by the digital transformation of society. Participants discussed the legal regulation of the digital economy, artificial intelligence, cybersecurity, personal data protection, e-governance, international trade law, the development of financial technologies, and modern approaches to legal education.
Law in the Context of the Global Challenges Posed by the Pandemic
The forum was held virtually and focused on the legal aspects of the COVID-19 pandemic. The discussion centered on the functioning of the judicial system during quarantine restrictions, the digitization of the justice system, the protection of social rights, medical law, bioethics, international law, distance learning, and ensuring the continuity of government operations.
Sustainable Development, Digitalization, and Contemporary Legal Challenges
The fifth Forum combined traditional topics related to sustainable development with new areas of legal regulation. Significant attention was devoted to environmental law, ESG approaches, corporate governance, international trade, the digital economy, tax law, the legal regulation of innovation, and the development of legal scholarship in the context of global change.
Law During Wartime
Following the start of the Russian Federation’s full-scale aggression, the Forum took on new significance. The main topics included international humanitarian law, the documentation of war crimes, the crime of aggression, the work of the International Criminal Court, the protection of human rights in times of war, sanctions policy, compensation for damages, and international mechanisms for holding perpetrators accountable.

Justice for Ukraine and Postwar Reconstruction
The forum focused on the development of international legal mechanisms for Ukraine’s recovery. Key areas included international criminal justice, the establishment of a special tribunal on the crime of aggression, the confiscation of Russian assets, transitional justice, state-building, the protection of human rights, European integration, and the alignment of Ukrainian legislation with European Union law.
The Rule of Law as the Foundation of a Sustainable Democratic State
The Forum’s program covered a wide range of contemporary legal challenges. The main topics included international humanitarian law, international criminal justice, the development of European Union law, constitutionalism, the case law of the European Court of Human Rights and the Court of Justice of the European Union, corporate law, ESG, digital transformation, environmental law, legal education, and Ukraine’s post-war reconstruction. The Forum brought together representatives from 37 countries and was the most international in its history.
Law, Security, and Ukraine’s European Future
The ninth Forum reaffirmed Ukraine’s status as a leading international legal platform. The focus was on issues of international criminal law, accountability for war crimes, European integration, judicial reform, the digitization of public administration, the development of legal education, cybersecurity, the protection of critical infrastructure, environmental safety, economic recovery, and the strengthening of the rule of law under martial law.
Over the course of nine years, the Kharkiv International Legal Forum has become one of the largest international legal events in Ukraine and Eastern Europe.
